American Civil War Union Naval Hero, Commanded the attack on New Orleans, which he captured in April 1862, and was promoted to Rear Admiral after the Battle, a First to hold that rank in the U.S. Navy; Led the successful attack on Mobile Bay in 1864, and is remembered for his Order during the Battle, "Damn the Torpedoes, Full Speed Ahead". Fenner was a prominent Country Party (Anti-federalist) leader. About 1764, Fenner joined several others as a Petitioner for the Chartering of the College in the English Colony of Rhode Island and Providence Plantations (Brown University).
