1862 Union "Code of Conduct" for Navy Personnel
December 12, 1862, Navy Department General Order, Outlining the Code of Conduct, Choice Mint.
Signed in print by Gideon Welles, Secretary of the Navy, two-page printed document, 7.5" x 5". Welles outlines ten items for a code of conduct for Navy personnel, in part: "....Publications relating to private transactions or having in view the praise or censure of any person in the naval service, are prohibited .... Testimonials, in writing or otherwise, between the officers themselves relative to the performance of their duties, or from inferiors to superiors, is prohibited...," and so on.
