May 24, 1865, General Order No. 55 by Gideon Welles on Behalf of President Andrew Johnson, Regarding International Trade, Choice Mint.

Proclamation made by Andrew Johnson states that international trade is open in all ports except for the ones listed starting the first of July. All restrictions to trade East of the Mississippi river except those relating to war contraband are also removed. Signed in print by: "Gideon Welles", Secretary of the Navy, "Andrew Johnson", President of the United States, and "W. Hunter", Acting Secretary of State. Printed Order measures 8.75" x 5.5" with 2-pages to the Navy from Gideon Welles as an intermediary of President Andrew Johnson.
